The best neighborhoods for expats looking for a place to live would be Chapinero, Chico or Usaquen. Keep in mind, the weather stays pretty cold here and the elevation is high (8,660ft/2,625m). There is no snow and still a mild amount of humidity so never gets too cold.

This city is absolutely beautiful and full of bright and fun Caribbean life. If you don’t like heat and humidity, this is not the place for you. It can get quite hot, to the point being outside is unbearable! At least for my pink and fair skin, this was the case! Cartagena is full of beautiful islands and intense history, but nothing short of a good time. If this is the vibe you are looking for, then consider Cartagena as a good landing point!
